The Northern Territory now has its second Vocational Training & Employment Centre (VTEC) which will place up to 150 Indigenous people into guaranteed jobs in multiple industries.
Minister for Indigenous Affairs, Senator Nigel Scullion, announced the Centre today saying the VTEC model brought an end to the cycle of training for training’s sake.
“The second NT VTEC will place up to 150 Indigenous job seekers into guaranteed jobs in multiple industries, including agriculture, building and construction, and health,” Minister Scullion said.
“It’s vital that training and employment programmes are aligned to real jobs because getting Indigenous Australians into ongoing employment is critical to reducing Indigenous disadvantage.”
The VTEC will be run by Group Training Northern Territory which is overseen by Group Training Australia. Group Training Australia is the national industry association representing 150 group training organisations employing 30,000 Australian apprentices in metropolitan, regional and remote locations and work with 100,000 host employers.
The group training network employs 20 per cent of all Indigenous apprentices and trainees nationally.
Group Training Australia’s Indigenous Projects Manager has 24 years experience managing employment and training projects, including eight years in the organisation. The Group Training Australia delivery team is experienced in Indigenous recruitment and engagement and has participated in national workshops to increase the capacity of the group training network to engage with Indigenous communities.
The key ingredient in Group Training Australia’s training model is the mentoring support provided by field officers. This support includes a regime of regular workplace visits to accommodate the individual’s circumstances balanced with the characteristics of each employment placement and cultural, family and relationship issues that might adversely impact on retention.
The Australian Government has committed up to $45 million for VTECs to place up to 5,000 Indigenous Australians into guaranteed jobs across Australia before July 2015.
VTECs are an Australian Government initiative based on the GenerationOne employment model. GenerationOne manages the Australian Employment Covenant, an industry-led initiative that has established more than 60,000 job pledges for Indigenous Australians from Australian companies.
“The VTEC model is based on strong collaboration between employers, employment and training service providers, participation support services and local Indigenous communities,” Minister Scullion said.
“As part of the process of rolling out the VTEC model, we have spoken to employers across the country to determine where the jobs are located and what industries they are in.
“Increasing Indigenous employment is one of the three key priorities of the Australian Government and I congratulate GenerationOne on its enthusiastic involvement in this critical area.”
GenerationOne National Development Director, Jeremy Donovan, said VTECs were driven by a demand-led employment model that was the future of Australian Indigenous vocational training and employment.
“Both employer and employee have confidence that from day one the new staff member will be ready to contribute to the company, that the post-employment support systems are in place and that the company has adequate cultural training,” Mr Donovan said.
The Chief Executive of Group Training Australia, Jim Barron, said today the organisation was delighted and honoured to be selected to operate a number of VTECs in Western Australia, Northern Territory and Queensland.
“One of the key features of the VTEC model is that it firstly identifies a job opportunity, and then finds the right person to fit the position, followed up by the appropriate training for the role,” Mr Barron said.
“Group training organisations across Australia are already closely involved in Indigenous employment and training, and we look forward to being able to provide the skills, career opportunities and support services for many more people.
“We believe this initiative takes the right approach to creating meaningful pathways to employment, by identifying job opportunities at the outset, rather than setting people up with training that may not result in a job.”
VTECs will be located in Sydney, The Hunter Region, South Coast NSW, Brisbane, North and Central Queensland, Perth, Darwin, Melbourne, Kalgoorlie, Alice Springs, The Barkley Region of the Northern Territory, the Kimberley and Adelaide.
